ALPP, Inc. was born in March 1979 as a result of an in-depth
study of local service providers. The study revealed a need for a supportive
vehicle capable of supplying and/or coordinating comprehensive services for the
economically and educationally disadvantaged youthful offender and her family.

As a community based, not-for-profit corporation, ALPP, Inc.
relies upon the participation and cooperation of concerned citizens,
organizations and institutions in the community in order to maximize
effectiveness and to reduce the duplication of services and monetary
expenditures. Referrals, rewards for the contingency behavior improvement system
employed, field-trip tours of job facilities, speakers, job training and
placements, physical examinations and drug counseling, staff training workshops
and other activities have been made available by a host of community agencies,
churches and individuals. Despite the increasing service needs, the limited
resources and low visibility, ALPP has sustained and expanded services to
hundreds of "on the brink" youth for over two decades.
